A glance at the map shows the proposed area isbacilaly juts over the border of Illinois and between the south east suburbs of Chicago and west of East Chicago Indiana.

Basically the same deal as the Pats not being in Boston, the 49ers not in San Francisco proper etc

Yeah it's just a move out of the city. Still a big move for a long standing franchise
