Bet 1000 earn a whopping 15000 max bet is 5000

And yea, a bet for Mendoza is almost worthless, but given his vast odds of winning, the other floater bets have value if you want to risk it.

If the Raiders fire PC, do they hire Curt Cignetti and then draft Fernando?

I tend to agree. Only a fool would turn down a life changing income because of the team that is likely to draft him.

Stay in school another year to avoid getting drafted by a dumpster fire so you have a chance to get drafted the next year by a dumpster fire. Checks out.
