if he balls out the Raiders will get a comp pick. I dont see them paying him next year for one year of above average play.

After that type of injury, the first year back, players are rarely back to 100%. It's the second year where they truly get over the injury. & Koonce played a lot better the last few games of the season. So maybe he was just finally starting to feel like his previous self.
